They way I read it, A new stadium does not necessarily mean a &quot;new&quot; track. It could be &quot;stands&quot; that overlook both a section of the track and a field for some other sport.

Besides, two years is not enough time to build a track, get it approved etc., which just makes me think the reporter is confusing things here.
