Whether such a move is protectionist or not, is another matter. In fields other than IT ( i mean consultants), no one is willing to sponsor visa and wait for you till Oct - you need a job to get a visa but you need visa to land up in a job ! well..all i can say is things just got way more difficult for someone looking for a job here..
