The Delhi High court in India dismissed an appeal by Kamlesh Agarwal, accused killer of Deepa Agarwal, a twenty year old ABD Florida college student . (Tip:Santosh via email) Kamlesh Agarwal - a cousin of Deepa’s father, killed her in her Orlando Florida home on July 11, 1999. He then fled to India. Deepa’s parents Mangi and Parwati who live in Delhi and her sister Sheela had been persistent in following up with both US and Indian authorities .The dismissal of this appeal paves the way for Kamlesh to be extradited to the US , where he will face first -degree murder charges.(link) On the day of the murder:

The police said Deepa had come home late on July 10 after a night out with her friends. When she arrived home, they say, she had a heated argument with Kamlesh, who was in the apartment at the time. A couple of hours later, police say, neighbors saw Kamlesh leaving the apartment.(link)

Kamlesh was a student of computer science at the University of Florida and was 22 at the time of the murder. He came to the USA to study from Bombay where his parents live in the posh Breach Candy area. Deepa Agarwal was born and brought up in the USA. From a website started by her sister in her memory :

Deepa graduated from Lake Mary High School one year early, and spent that time learning about her heritage while volunteering in India. In a mere two years, she finished her undergraduate degree, and was ready to take on greater challenges. As she began her graduate study in Finance at the University of Central Florida, she became the youngest doctoral candidate in the program’s history.

India and the US signed an extradition treaty in 1987 .Though Kamlesh Agarwal may appeal to the Supreme court, Deepa’s family is confident that the appeal will also be dismissed speedily.

9 years is a long fight. And it’s been a hard fight for Deepa’s fmaily especially her sister.

Unfortunately criminals routinely flee to their home countries whenever possible as it takes time for the criminal to be linked to the crime, once the crime is eventually discovered. Hopefully, technology can put a stop to travelers fleeing after a crime, in case a crime does happen in the society.
And it’s really sad that even though Kamlesh was arrested in July 2000, he hasn’t been extradited yet.

    Sidhu,
Thanks for that link. I had no idea that there were so many extradition cases pending. There are an equal number of Indian criminals who flee to other countries including the US -one would think that its in the Indian govts interest to cooperate
