Among other things as seen in the picture, this booklet tells the students “When in rooms do as Roman does“. Makes you wonder who this Roman fellow is and what is so special about him? And which room are we talking about anyway? Is it the bedroom? Is this Roman person a porn star or something? Is it the bathroom? Is this fellow Roman an expert at performing bathroom duties? Please clarify.

On a more serious note, the booklet also instructs the students that “Revealing dress be avoided” and “Avoid lonely road/by-lane when dressed scantily“. Given, the rise in crime against women in the Delhi area, the above advice is well-intentioned but not well thought out. A better way of putting this advice would have been for females (and even males) to avoid lonely roads in the Delhi area. Period.

The parts that are the most controversial are:
a diktat dictating students from the North East to “Dress according to the senstivity of the local populace
and …………
suggestions to cook “smelly” food without raising a ruckus in the neighbourhood.

Again, the advice seems well-intentioned but the way it was worded by the local authorities makes it offensive and controversial, probably resulting in students from the North East ignoring these instructions altogether, making the entire exercise counter-productive.

Seems like the Delhi police and students would be better off if the authorities created a booklet issuing general common-sense safety instructions like:
- Avoid lonely roads
- Try not to disturb the neighbourhood
- Respect the sensiblities of the locals
- If you feel you are in danger, call this number ***easily accessible emergency hotline***
- If assualted or raped *** list contact number and steps for victim help and, if possible, counselling ***
and so on.
